What Is AIDA?

The Artificial Intelligence and Data Act (AIDA) is Canada’s first national framework aimed at regulating the design, development, and deployment of high-impact AI systems — technologies that could influence human rights, safety, economic opportunity, and public trust.

Introduced in Bill C-27 (the Digital Charter Implementation Act, 2022), AIDA marks a pivotal moment in Canadian tech policy. It aims to protect Canadians from AI-related harms while promoting responsible innovation and global alignment.


Why Canada Needs an AI Law Now

As AI rapidly enters areas like hiring, healthcare, policing, and education, concerns have grown around:

How Will AIDA Protect Canadians?

AIDA addresses two categories of harm:

  • Individual harms: economic loss, physical or psychological injury, discrimination
  • Collective harms: systemic bias against marginalized communities

It requires businesses to:

  • Conduct impact and bias assessments

The rollout will be gradual, with multiple consultation rounds. Current timeline:

  • 6 months – Consultations on regulation
  • 12 months – Drafting regulations
  • 3 months – Public consultation on drafts
  • 3 months – Final regulations take effect

Expected enforcement start: No earlier than 2025.
