CSE Unveils Program to Boost Canada’s Telecom Security

The Canadian Centre for Cyber Security (Cyber Centre) has updated its Security Review Program (SRP), now called the Telecoms Cyber Resilience Program (TCRP). This expanded initiative aims to support Canadian mobile network operators in building secure and resilient 3G, 4G, and 5G networks. By sharing threat intelligence and mitigation strategies, the program addresses current and emerging risks across key network areas, including radio access, core, signaling, transport, supply chain, and standards.

Program Evolution Highlights

  • Assurance testing of designated supplier products by third-party laboratories ceased in December 2023. Reviewed versions remain available upon request at tcrp@cyber.gc.ca.
  • For updated guidance on designated suppliers, refer to the Government of Canada’s policy on securing telecommunications systems.

A Broader Scope for Enhanced Security

With 5G networks forming the backbone of critical infrastructure, the TCRP extends beyond specific supplier risks to improve the overall security posture of Canada’s telecommunications networks. Key activities include:

  • Collaborating with telecom service providers (TSPs) to adopt robust security controls.
  • Engaging suppliers to ensure confidence in critical products and services.
  • Developing mitigation strategies for identified cyber risks.
  • Conducting annual architecture reviews to close security gaps.
  • Expanding product deployment assessments to address risks associated with new technologies.

Focus on Cyber Resilience
The program emphasizes resilience by promoting preventative measures, enhancing governance, and preparing for rapid detection and recovery in the face of evolving threats. Collaborative workshops and industry engagement will play a pivotal role in capacity-building efforts.

Strengthening Canada’s Cyber Security Framework
The Cyber Centre continues to work with Public Safety Canada, Innovation, Science, and Economic Development Canada, and the Canadian Security Telecommunications Advisory Committee to safeguard the telecommunications infrastructure Canadians rely on daily.
